From a site replaying Usenet with a 30-year delay. Note date. As far
as I am aware, this is the first mention of a newsgroup dedicated to
this topic.

There are at least three organized bodies concerned with computers and
the handicapped:
1) ACM SIGCAPH
2) an IEEE Computer Soc Tech Committee
3) IFIP WG6.5 (International Message Systems) subgroup on
message systems and the communication impaired.
Questions:
Is there a newsgroup where issues relating to this subject area
belong? If not, is there much interest in starting one?
'Handicaps' includes blindness, deafness, speech impediments, mobility
handicaps, and mental handicaps; not an exhaustive list.
(As a near-deaf person, my own interests are mainly handicaps
interfering with communications.)
Please reply by MAIL if interested.

Boy do I wish there were currently an all purpose group for handicaps.
Perhaps many creative and resourceful resolutions to common problems
could be shared.

So here's a followup, four months after the original post, in the
general newsgroup for handicaps, wishing for a general newsgroup for
handicaps. I'm sure there's lots of sharing going on, but not here.
RIP misc.handicap; it was a good run.

RIP misc.handicap; it was a good run.
It appears to still be "active" although extremely laconic.
